Consultative Meeting on Draft GLOBAL FUND HIV/AIDS proposal conducted |

A half-day consultative meeting on the draft HIV/AIDS proposal to be submitted to the 10th round Global Fund (GF) was held here at the head office of CCRDA on 6 August, 2010.
The objective of the consultative meeting organized by Country Coordinating Mechanism (CCM) was to share the draft proposal and get inputs from the concerned stakeholders.
In his welcoming address to the meeting, Ato Kiflemariam Gebrewold, Special Advisor to CCRDA Executive Director said the proposal writing team has been working for over a month in closed session to come up with a national HIV/AIDS proposal to be submitted to the Global Fund.
Ato Kiflemariam also noted that CCRDA was glad to host the consultative meeting on the draft HIV/AIDS proposal, which he said has a national significance.
He added that Dr. Meshesha Shewarega, CCRDA Executive Director, has personally initiated and promoted the joint endeavor to formulate a national HIV/AIDS proposal to submit to the Global Fund.

Presenting the draft proposal to the meeting, Dr. Bona Hora from CCM Secretariat said the proposal was prepared taking into account four objectives.
Improving the prevention of mother-to-child transmission of HIV (PMTCT) services as well as increasing availability and access to community based care and support services to orphaned and vulnerable children and PLWHAs are the major objectives of the proposal, Dr. Bona said.
He further noted that strengthening the implementing and coordinating capacity of Civil Society Organizations (CSOs), Faith Based Organizations (FBOs) and Community Based Organizations (CBOs) is the other objective of the proposal.
The proposal was also aimed at consolidating the monitoring and evaluation system of the Ministry of Health as well as its Federal and Regional offices, according to Dr. Bona.
The initial cost of the proposal was USD 328 million, he said, adding that CCM decided to reduce the cost by 50% taking into account the objective realities both at national and international level.

Discussions and exchange of experiences on the 10th round Global Fund HIV/AIDS proposal were made by participants of the consultative meeting, who were drawn from various CSOs, FBOs and CBOs.
It is to be recalled that CCRDA organized last June an orientation session to brief its members involved in anti-HIV/AIDS endeavors on the application process of the 10th round Global Fund grant scheme.
The Global Fund is an international public-private partnership dedicated to attracting and disbursing additional resources to prevent and treat HIV/AIDS, tuberculosis and malaria.
The Global Fund works in close collaboration with other bilateral and multilateral organizations to supplement existing efforts dealing with the three diseases.
Since its creation in 2002, the Global Fund has become the main source of finance for programs to fight AIDS, tuberculosis and malaria, with approved funding of US$ 19.3 billion for more than 572 programs in 144 countries.
